How can I get my tires to stop rubbing?

I have a 2000 honda civic ex that is lowered. I just got 18" wheels and the front tires rub the upper wheel well when i hit bumps in the road. Also i can't fully turn it without them rubbing the inside wheel well very slightly. I want my car to be able to stay as low as it possibly can so i need to know the best way to fix my problems but still keeping it as low as possible to the ground.How can I get my tires to stop rubbing?
This and every car were designed so that the tires do not rub.When we re engineer the suspension and drive train we also must take this into consideration.

You litteraly will have to find the interference spots and either move or cut for clearance

You could get a lower profile tire, and put spacers behind the wheel. GO TO A RIM SHOP THEY CAN ' SHOW AND TELL'!
