I know some people who repair their cars themselves and dispose of stuff at night. Luckily they don't do it often.
But cant you drop off old motor oil, tires and batteries for free anywhere?|||It varies.
The sad thing is people are looking for waste oil for burning purposes and will gladly rake it of their hands. Waste oil will burn hot and there are any number of home made forges and melting furnaces out there that use the oil as their heat source.
Most places that sell batteries should take them also.
Used antifreeze is no longer acceptable to pour down the drain, but there are plenty of people using passive heat systems that use the waste antifreeze as a means of heat storage.
Tires do cost money to dispose of them, that "might" change if some of the new technologies make it to a cost effective industrial stage to recover them as a source for diesel fuel.
But you ilustrate what happens when people have to pay to dispose of something or limit the locations for dropping items off. It also becomes a problem when regulatory agencies get too regulatory in a grab for power and prestige and lose sight of the bigger picture. Some of this comes about BECAUSE of the propaganda of CO2- many agencies want to quantify energy sources so they place all manner of requirements on things like waste oil that in the end add enough costs to the waste oil that there is little price difference between bying the waste oil and buying from a refinery.
It is the unninteded consequences of people who mean well that lead others to simply not bother with the issue of legality and they just go and dump it in the woods.|||Where do you live?
In my part of California, residents can take tires to the dump free (up to 4 tires), and motor oil is recycled at the curb in special containers. The same truck that picks up garbage picks up used motor oil and recycles it. No extra charge.|||you can take used tires to any tire shop and pay a recycle fee or used oil can be recycled by some shops who reheat with used motor oil i take mine to a local car repair|||You can recycle oil at most auto parts stores like Autozone and Advanced Auto Parts.
Not sure about tires and batteries I assume your county recycling center will take them (as well as oil)
Don't dump its illegal and you will be fined if caught (expensive fine)!
Reuse, recycle, re-purpose!

I used to service my car and others and used to take waste oil and Tyre's to such a site. Under no circumstances should you just dump stuff down country lanes and byways.
